6.1 RESPONSIBILITIES
6.1.1 Divisional Crewing Responsibilities
a) FLP Manager
Responsible to the Managing Director for:
- Operational control and functional responsibility for crew department
- Strategic planning for future crew supply
- Approving the Training Matrix and liaising with the QHSSE Department
- Advising on critical crew supply
- Crew Department process development
- Approval of seafarer wages
- Advising on seafarer supply
- Crew seminars and their agendas
- Crew Manager workshops
- Seafarer questionnaire
- Assisting / monitoring with resolution of legal disputes
- Collation and preparation of Crewing crewing statistics
- Collation and preparation of Crewing crew forecasts
- Undertaking desk top system audits
b) Crew Manager
Responsible to FLP Manager:
- Providing commitment to SMS compliance
- Ensuring that client communications regarding crewing is effective
- Collating and preparing crew forecast data
- Working closely with Other Departments to ensure crew performance is managed effectively
- Ensuring that the performance management of seafarers is effective
- Ensuring crew welfare is effective
- Appointing manning offices within the scope of the SMS and working closely with them on the delegation of crewing functions
- Creating a strong professional relationship with manning offices
- Ensuring preparation of vessel’s workable 6-month crew rotation plans in order to optimize seafarers’ employment continuity
- Helping to FLP create of crewing budgets and the reporting of variances
- Effective implementation of crewing initiatives
- The appointment of local port agents
- The preparation and follow-up of P&I medical claims
- The effective review of all seafarer disciplinary cases
- Providing of Flag documents
- Keeping Update of Appraisals, flag endorsements
- Making travel arrangements
- Keeping updated OCIMF & CDI Matrix
c) Company Safety Officer
Responsible for:
- The preparation of the Training Matrix for Group vessels
- Initiating follow-up action in response to identified training needs, as reported by Crew Managers
- Assessing crew training requirements against available resources in accordance with the manning policy set by the FLP manager and for coordinating training programmes to fulfil same
- Maintaining crew training statistics
- Monitoring the effectiveness of individual crew training programmes and for generating training reports
- The Company Safety Officer is designated as the Company Training Officer, in accordance with the guidelines laid down in STCW 2010 as amended.
- The Company Training Officer is also responsible for advising of any legislative changes affecting crew training requirements
